Mission:
Alcyone is a small woman-owned business that was created in 2007 with the mission to deliver expertise in Program, Acquisition, Contract Management, and to contribute to the success of new and existing programs across the Department of Defense and other government agencies. Our dedication and perseverance are key elements to our client’s success in a variety of environments. Several life-saving, rapid acquisition initiatives have been made possible by Alcyone’s robust acquisition and program management processes and methodologies.

Alcyone is an active member of the Surface Navy Association, Military Officers Association of America, Program Management Institute, American Council for Technology/Industry Advisory Council, American Society of Military Comptrollers, and Society of Cost Estimating and Analysis.
Alcyone was awarded the David Packard Excellence in Acquisition Award as part of the PMS-408 Acquisition Team.
Alcyone's philanthropy efforts include the Yellow Ribbon Fund, Fisher House, and multiple local athletic teams. Alcyone also supports environmental conservation by using recycled products and advocating the reduction of single-use plastic bags.

Naomi Silver
Naomi graduated from West Virginia University with a degree in Business Administration. After graduating, she relocated to the Washington D.C. area where she began her career supporting the U.S. Navy on important projects - AEGIS Shipbuilding, CNO-directed DD(X) study, DDG1000, AEGIS Ballistic Missile Defense and others. She has consulted with the Department of Defense for over 30 years. She founded Alcyone in 2007 with the purpose of providing support to the Government and other agency clients in the areas of program, acquisition, and contract management. Mrs. Silver is certified Project Management Professional and takes a hands-on approach with the company’s projects and provides training to her employees. She prides herself on working closely with our clients to guarantee their complete satisfaction with the support and expertise that Alcyone provides them. In fact, Alcyone’s first client PMS-408 supporting Counter Improvised Explosive Devices (C-IED) programs, remains a client today.
